China is already a veritable express delivery country in the world, with a total business volume of 63.52 billion in 2019, which exceeds the total of developed economies such as the United States, Japan, and Europe. Zhu Yanfeng pointed out that with the rapid development of online shopping and online economy, the difficulties of the "last mile" of distribution have become increasingly prominent, mainly manifested in the fact that orders are highly fragmented and the distribution environment and scene are complex; the efficiency of terminal distribution is low and the cost High; operation safety and service quality are difficult to guarantee; the problem of "difficult labor" for distribution personnel has gradually emerged.

With the improvement of Internet infrastructure, the development of mobile Internet technology and artificial intelligence, unmanned delivery vehicles provide an effective solution to the problem of "last mile" delivery. At present, unmanned delivery vehicles have begun commercial exploration in application scenarios such as express delivery, cargo transshipment, unmanned retail, and sanitation and sanitation. Since the outbreak of the New Coronary Pneumonia, in various contactless scenarios, unmanned delivery vehicles have been providing medical and living materials for hospitals, isolation points, communities, etc. 24 hours a day, providing killing services, not only high distribution efficiency, but also guarantee "logistics "People don't flow", preventing cross-infection and providing strong support for the "epidemic" of scientific and technological warfare. At the same time, at present, the country is vigorously promoting "new infrastructure" such as 5G networks and big data centers, creating significant opportunities for the development of unmanned distribution vehicles.



To this end, Zhu Yanfeng made the following recommendations:

First, in terms of policy, encourage the development of unmanned delivery vehicles. Incorporate unmanned delivery vehicles into the "new infrastructure" policy category, and encourage entities such as enterprises to actively develop and promote unmanned delivery vehicles.

The second is to build an effective management system in management. List unmanned delivery vehicles as legal traffic participants, implement classification management, clarify management requirements such as investment, access, road rights, and license plates, and improve relevant management standards.

The third is to establish a technical standard system for unmanned delivery vehicles in terms of standards. Adhere to the principle of safety first, build industry standards such as functional testing, safety testing, vehicle-road-cloud communication for unmanned delivery vehicles, and establish product and technical standards for unmanned delivery vehicles.

Fourth, in application, actively promote the demonstration operation of unmanned delivery vehicles. Select some areas with good basic conditions and introduce unmanned delivery vehicles in industrial parks and institutions, schools, hospitals, supermarkets and other areas, sum up experience, and gradually expand the application.

In addition, Zhu Yanfeng also submitted two suggestions in conjunction with other committee members: "Proposal on Proposal to Build a Smart Forest Fire Fighting Infrastructure" and "Proposal on Expanding the Function of Fire Rescue Team to Undertake First Aid in Pre-hospital".
